If you already have a Voodoo2, you have an optimal setup. What DDraw games are causing you issues? You will not really see a performance boost with a card that is faster at 2D, plus 2MB should be enough for the games the rest of the system will be able to play.

Windows 2000 on a Pentium 133 is a pretty bad idea.
