Yes, your chipset (i430TX) is unable to cache more than 64MB RAM. If you have a single 64MB DIMM, plug that in and remove the rest and you should see a healthy boost in performance. I don't think there's any further performance to be gained by using a single stick versus two sticks.

I'm fairly certain that even the original Voodoo 1 eventually got a full OpenGL ICD late in its life. Performance might be better with a MiniGL though.

Out of personal experience, Celeron 700 with 66MHz FSB performs about as well as, if not worse than, a Katmai PIII 500. It's pretty slow.
