Try rubbing it with a cotton swab drenched in isopropyl alcohol, if you get black paint coming off it's 100% fake. Does the HIP6019BCB even get hot? As from datasheet, it is only the controller for the voltage. The real current, and thus power dissipation, would be in the MOS-FETs right behind it ..? That's what I thought, but a lot of folks back in early 2000 posts said the HIP6019BCB was the failure point. …
