I sanded, scanned all the layers, traced everything and reversed the schematic a few years ago. Any "extra" pins are either tied to GND or VCC, but removing the TMU and measuring directly its pins confirms that all those GND and VCC pins are internally connected to each other. Sorry to dissapoint.

TMU power pins are: 15 27 31 43 58 73 78 96 109 116 128 140 143 153 163 173 183 187 203 The RAMDAC should provide a clock to the TMU, you can check TMU pin 186 if you have an oscilloscope. You could also check TMU pin 208, RESET. This should be directly connected to FBI pin 197. Also, gently poke …

R51 needs to be present, it's quite important. Actual value is not that critical, 10-22R should be fine, as it's just a series termination resistor. For a quick test you can replace it with a blob of solder and see if the card works.

Only digital signals there, scanlines are visible probably due to some sync issues, in the SLI connector there is a SYNC signal, and only 1 RAMDAC is outputting video, but both RAMDACs are feeding clocks to the FBI (and TMUs from there), so maybe the issue is that there are two freerunning clock …

3.3V and VIO can be connected together for AGP 1.0 only, after that VIO is lower, 1.5V or 0.8V for AGP 2.0 and 3.0. No clue how much the 5V and 12V rails are used on old AGP cards. I can highlight, but a bit later today.
