Most likely the ICs are OK. Gently poke all TMU/FBI pins and see if any of them move. Then check for broken traces, corrosion, missing/chipped passives.

Besides missing/broken SMDs and bent FBI/TMU pins, another thing that should be checked on any faulty V2 card is loose FBI/TMU pins. Try gently poking each pin and see if any of them moves. @gex85 No problem! But before replacing the cap I'd recommend checking the card for other damage, I don't see how a missing C128 would cause this behavior. C128 is used for TMU0 RAM VCC decoupling, the card should be detected without it.

It looks like an SMD capacitor array, possibly 0612 size, probably in the 10nF-100nF range. You could remove a similar one from the board and measure it, but 100nF 16-25V will most likely be OK. The remains of this cap array could be shorting one of the GPU power rails, you could try removing it …
