Try Puppy Linux . I use mainly Slacko Puppy 7 (Slackware 14.2 based) or BionicPup32 (Ubuntu Bionic based), they both boot up on Pentium2 class systems, so non-SSE/SSE2 CPUs. Checked for solder joints? Continuity on each ram pin? Could be a bad connection with the chipset; a broken trace somewhere, a broken smd... ----> this is time consuming It's a really boring issue, if you want to find the cause, ok, I understand; otherwise move on with slot 1&3 and live happily.
