Cooling is definitely OK but I'd use a propely sized fan (40mm?) that attaches using screws. I would fear the elastic bands snapping and the fan knocking off SMD components while the thing's running.

Riva TNT for a fiver. Surprisingly VGA output is sharp even at 1600x1200 and it performs pretty well.

Is the 3rd pin (sense/control) absolutely needed? Depending on the connector/terminal type, it could possibly be as easy as to just disconnect/unlatch and re-insert the wires from 2-pin connector into their corresponding places on the 3-pin connector. Or if not, just solder them correctly.

That connector layout looks painful. And it's 440LX so CPU support isn't stellar. Being such an early 440LX board and an Abit, also presents doubts regarding the quality of AGP power delivery.

Geforce 256 consumes just under 20W, 2 GTS slightly below 10W and 2 MX 5-ish watts. At 10W you'll want active cooling if there isn't a fan nearby blowing into that heatsink.

Last time I checked power draw of a PIII 866 + GF2 Ultra + 2x 2000RPM 80mm fans + 1x HDD was 75W peak from the wall in 3DMark 2000. Assuming, maybe, 87% efficiency (SSR-550FX) the actual power draw is about 65 watts. Round it to sixty for 5V and that's 12A. HDDs are an easy way to increase power …
