Pleas press on DRAM (two below EPROM) and power it -> did change it ? If no -> next step: Press on QFP IC (S3 Chip). Did change it `? It is 100% DRAM Problem , causes damage DRAM or bad solder joint or bent lead. (Your card has many scratch, i wouldn't wondered, if PCB trace is cutted by scratch. ) …
