Whilst faulty is possible (cpu or slotket), don't rule out compatibility as well. Although I don't have the IBM board for comparison, I do have a Dell XPS Txxx board with the latest A11 BIOS and, like you, a combination of the same Abit Slotket !!! / SL5QV cpu gives me nothing beyond the orange LED …

Looks like this gentleman was able to use a Tualatin with a Power Leap adapter and the latest BIOS update. This was a 6862, but it is essentially the same machine as the 6275 with an AGP port. This makes me believe that it will run this sort of chip, and something else is going on.

A Matrox G450 or G550 PCI would probably be a good fit for that system. Also look into getting an ATI Radeon 7000 PCI or a 9250 PCI. Those seem like some pretty different cards from each other. Just replaced some of those same-colored ones on my late '90s board. If they are the same, they would be some weird "Chhsi" brand. I used my cell phone with torch light on and a macro photo setting to reach into awkward spaces in order to read the numbers on them.
