For completeness, the options “ntlm auth = yes” and “lanman auth = yes” are necessary to get authenticated access working. I enabled my SMB logs and checked them and the Norton Ghost 2003 DOS client was failing to negotiate an acceptable protocol. I seem to be getting this error because I have a 256GB sdcard in an IDE to SD adapter that apparently only supports LBA28 (up to 128GB). My BIOS supports LBA48, Windows 98SE is patched to support it, and my card (Samsung PRO Plus) all support it, but the adapter I got from Ebay does not.

Thank you, that was the problem. SYSTEM.DAT, USER.DAT, and HWINFO.DAT had not been copied because of permissions issues. I also set the volume ID and volume label back to what they were with fatlabel, but I don't think that made a difference.
