The board is 5V only. If tantalum caps were shorted you would get the *bang*, smoke or no power symptoms. The socket above the OPTI chip appears to be for a cache module (checking the pin assignment in the datasheet). Try to remove the SIL resistors. Also, did you try to remove the SIMMS yet?

That doesn't look so bad. The green stuff has been mostly neutralized. You can clean the remainders with the alcohol and a toothbrush. I assume you have washed the vinegar with fresh water? Have you pulled the jumper to see how good the contacts are? Have you cleaned the pins of the ROM chips? The …

Chances are it's the chip itself. Do the 4 driver chips next to the RAM also get hot? Anything else getting hot?

Don't waste your time with trying to brush that stuff off, you will never get everything. Use the vinegar method. And for a test (after cleaning and drying), you can power up the board without that capacitor.

I've hat the 'chip get hot' when the external CMOS battery was missing on some 386SX boards. In this case the chips were going into latch-up. Fortunately it was fixed by adding the battery.

Guess: 20-pin are 44256 for 1MB. 18-pin are 4464 - to go from 512k to 640k, thus they should already be populated. The soldered chips should be 16x 41256 for 512k. Quite a mix 😀

Yes, pictures. Does the chipset support EMS and/or UMB mapping? Otherwise DOS will only benefit from more memory through the HMA.

Did you select the correct interface in the config program? Some of those cards have AUI, BNC and TP, you have to choose the correct one. Do you connect through a hub or directly? Are there LEDs that indicate link activity? How is the other machine known working?

American Megatrends was/is a huge system and keyboard BIOS provider. You'll find the name on a lot of chips of various manufacturers. If you manage to fire it up it may spit out a BIOS string (on the POST screen) which you can use to find the manufacturer.

- clean all ISA 'gold fingers' with a rubber (soft side) - check if there is any damage done to connectors or traces on the riser - plug/unplug the cards several times to try to get rid of dirt/corrosion - check if the riser works better in another slot if possible
