7-N-1? That's a really weird setting for a COM port. Anyway, is that USB settings screenshot taken from the same computer you were running DOSBox from? Maybe you should find another program that you can use to verify that the COM port exists. Portmon, perhaps.

The easiest way would be to create a new shortcut to DOSBox.exe and edit its properties from being a shortcut to "C:\whatever\dosbox.exe", you make it a shortcut to "C:\whatever\dosbox.exe" -noconsole. The ideal way would be to run DOSBox.exe -noconsole from the command prompt.

Did you try running the SVN build with the -noconsole switch, as I suggested? This should result in the creation of files named stderr.txt and stdout.txt in the same directory as DOSBox.exe. Also, are other programs running properly on this computer?

Download the installer for the Windows SVN build from http://ykhwong.x-y.net/ and see if that works. If it doesn't work, you can try running that version with the -noconsole switch, which will hopefully produce a useful error log.
