There's an option in the game menus to disable transparencies. Verify that option is set correctly. Oh and set alpha texture format in the control panel to 16 bit 4444 argb.

If the demo is any indication, it works fine in Windows 10 with DxWnd. Just run the configuration program for the game to disable hardware t&l.
