I hate to ask the obvious question, but at some point the floppy drive being flakey is going to be a problem - why not just replace it? 3.5" drives are all over - that's all you need. I'd get the network going just because it is useful, but don't forget about the floppy drive.

You might try disabling hardware interrupts on the pe3pd driver. I think that setting IRQ=0 will do it. I have to do this on some of my older machines. Get ping working first. If ping doesn't work then IRCjr sure won't work either. Your card is not showing packets to the packet driver. That's a cabling or IRQ problem.

If you go back to DOS mTCP will let you set static IP addresses .. DHCP is not required. Just pick something on your network that you know isn't in use ... you generally have 200+ addresses to choose from.
