All low and medium resolution VGA BIOS modes use a frame rate of 70Hz. Earlier cards used 60Hz. VGA uses the 60Hz for its 480 line modes. I would guess that a Mode-X resolution of 320x240 would likely use a 60Hz frame rate because VGA double scans all resolutions that use under 350 lines.

I was pleasantly surprised to find that Fallout's DOS executable works in DosBox v.63, it even does sound. (the scrolling seems a bit smoother in the Windows executable.) Of course I can't begin to imagine the hardware it would take to play the game at full speed in DOSBox.
