Only way to do something like that is with symlinks in the filesystem of the host OS.

It's a thing that comes up every so often here in the forum. Someone right clicks an executable and selects "Open with...", selects DOSBox, and then chooses "yes" when asked if such files should always be opened that way.

Windows 3.11 works for me in current source. Only 0.74 and vanilla SVN builds of DOSBox are supported here. Device drivers (.SYS) don't really work in DOSBox unless you're booting real DOS. Interrupt handlers installed by a driver will probably work, but stuff related to the device chain (character device names) and associated I/O functions won't work. So, if the Windows drivers rely on the DOS drivers …

Probably Pinball Fantasies no-scroll patch for dosbox 0.65 However, it's a hack, so official releases of DOSBox won't have the feature.

The video card BIOS is likely one that sacrificed the 8x14 font to free up space for VESA or other things. Try the FIX8X14 utility here (didn't link developer site because it appears to be secured at the moment).

Sounds like a case of EMM page mapping of conventional memory region. You can try using JEMM from here to manage memory. Set xms=false, ems=false, umb=false in the conf, then run JEMM in DOSBox with the command: JEMMEX FRAME=E000 LOAD

Quite the thread exhumation... but as wd suggested over a decade ago, try running LOADFIX before running the game, since it seems no has reported trying that. If that doesn't help then try a current source build of DOSBox.
