It looks like this is Acard scsi2ide related issue that is not present when using SCSI HDDs. For now i will let it slide, since the problem does not affect the WT AMD 486DX4 CPU in use.

Am I the only one who hates the turbo boost/core "feature"? It just seems like a convenient way for AMD and Intel to obscure the true thermal characteristics of their crappy CPUs. Sometimes I feel like my systems are going to burst into flames if they run turbo mode too long.

White textures is caused by the well-known AMD problem. I have GliDX6vr.dll but cannot start the game for some reason, to try it out. I already released a patch for Donald Duck Goin' Quackers and Rayman2, it'd be cool to have Tonic Trouble on the list.
