Digispeech Plus & Port-Able Sound Plus Drivers v4.05 Also contains the last version of the Sound Blaster emulation software, BMaster v2.07 Device must be attached when installation occurs, or installation in DOS or Windows will error out.

Considering it's made by "Digispeech" and has a telephone jack, I'd bet anything it's an automated voice telephone board of some sort (robocaller or robo-answerer.) That TI chip is likely a variant of the widely-used Speak&Spell / TI99 speech synth.

Still, it would be nice if someone developed a new parallel port audio device that would somehow allow the use of FM music and PCM output at the same time. Perhaps some reverse-engineered clone of the Digispeech DS301 or DS311 devices.
