Hi, so it's a real computer?
If so, check the NVRAM/PRAM stuff.
Also make sure the battery is fine.
Some Macs won't run with a dead battery (no signs of life, no error mrssage).
And if a new battery is installed, they need a a reset of the aforementioned RAMs.

Oh. Did you try re-seating the chips already ?
Sometimes, the connection between sockets and chips got bad due to corrosion etc.

The normal DIL/DIP sockets are usually easy to work with.
PLC/PLCC/PGA and so on require lots of care or special tools.
Pulling chips from these sockets with a screwdriver will often destroy the sockets or pins.

I know I am probably 2 months late but my Philips 252B9 monitor cannot sync to the 512x384 mode that my IIvx defaults to when using my crappy, non DIP switch equipped passive DB15 to HD15 adapter. I need to run the IIvx output to my OSSC scaler, set proper timings manually and set 2x line doubling on the OSSC for the resulting HDMI signal to be recognized by my monitor .

If you are getting the Mac boot up chime, but no picture, it may be that your monitor just can't sync to what it is getting from the IIvx
