Since ReactOS is meant to be binary compatible with NT, VDMSound should work natively. If it doesn't, blame them 😁
More seriously, 16 bit Apps in Win NT are run through a 16 bit subsystem of the OS, which will probably not be a top priority for the ReactOS coders. ReactOS is coded with subsystems plugins in mind, but AFAIK, the DOS plugin has yet to be written.
