I want to try VDos32 on another system (to see if it gets around an error I'm having before I try anything more extreme), but that computer has no internet connection and no way to get one. I tried activating on this computer then moving that activated Vdos32 to my other, but it just reports as non-activated there.

Is there any way I can keep an activation intact while moving the VDos32 file?

VDos32 is pretty much dead now. It works only under old 32bit Windows. It's a shame because, although very restrictive in what games it supported, it could be wildly faster than dosbox.
