Several days ago Microsoft re-released NT4's Windows File Manager (winfile.exe) fixed to run on Windows 10, with some improvements.

Dunno' never paid much attention to ReactOS.

It would need to be almost complete rewrite. Having the source for winfile.exe doesn't help here, really.
Not for Linux, but a good modern free open source replacement is Explorer++. https://explorerplusplus.com/
