you might need to reset the cmos. how to do this varies a lot across different systems, you may want to read the following:
IDE/mobo I/O errors
Re: Scaleo 400 = 2002 gaming on a budget (full log)
have a look at your tandy's motherboard and note any jumpers or dip-switches that say "reset bios/cmos" and make sure you have the manual for your exact motherboard for the exact procedure, because your mileage may vary.
