I had the same issue with my IBM PS/2 P70 (8573-061).
Problem was bit rot in the bios eprom chip 65X1566.
Fortunately i had a working P70 and after readout and compare of the bios it was a easy fix with fresh burnt new 27512 eproms.
The floppy drive was dead as allways - replacing the leaking capacitors fixed it.
