What you show in the photos is not SOM304RD52VINE1 and that's where I would see the problem. SOM304RD52VINE1 looks like this and as you can see there are many different things. Which SOM did you buy?

I hacked the dxsetup32.dll file earlier so it won't bug you about incompatible CPU anymore.
You should be able to install DirectX 9.0c on the weecee using it.

Could you provide a link to the exact DirectX 9.0c installer that you used? There seems to be several "revisions" for 9.0c. Your patched DLL doesn't work with a couple of these ones below.
