When I install the driver, it asks for the location of the MT32_CONTROL.ROM file and I tell it where it is and it seems to install fine. However, even after rebooting, the device doesn't show up under the available midi devices tab and in the hardware manager, it says: no drivers installed for this device.
any ideas?

You need MT32_PCM.ROM and MT32_CONTROL.ROM. Are you sure you aren't confusing the two?

The emulator should be available immediately after installation, without requiring a reboot of the OS. If you don't want to have any more help though I won't bother. 😀

It's pretty odd. It installs but I can't select it in the sounds section of the control panel. I even did the MD5 checksum deal with the roms to make sure they were okay. I found it strange that it asked for the location of the rom even though it was in the same dir as the other rom and the inf and dll files...
