I heard that DOSEMU is capable of running much faster than DOSBox
because DOSEMU doesn't bother to simulate a x86 CPU if you're running
it on a x86 powered machine.

Is this actually true, and could it be implemented as a feature in DOSBox
for those of us who are running on x86 CPUs?

No. DOSEMU uses special Linux kernel calls to do that. Such are not well known (not documented) under windows. And there are limitations, too.
