The only way you are going to 3D support 9x guests currently is to use software emulation like:

Swiftshader which emulates in software D3D8/D3D9.
Mesa3D which emulates OpenGL.

Both will be very slow so you'll need a very fast CPU to use them if you plan on playing anything very intensive. They work fairly fast on the early OGL/D3D8 games tho.

How fast of a CPU? Would a c2d be enough?

For playing a somewhat intensive win9x game with 3D on a virtualizer like vpc or vmware. Would a mid-range c2d be enough? Or do i need horsepower from the high-end of cpus?

If it's 2.2GHz and it's dual-core, then it's enough. Intel or AMD doesn't really matter, and AMD-V doesn't work great with Win9X anyway. What matters is how well the emulator supports the game's bugs and the drivers it demands for.

VirtualPC has much lower hardware requirements, that may be your 'fastest' choice though it doesn't have snappy input or 3d accelleration.
