In Finder use the menu item Go to snd then Go To folder and enter ~/library/preferences and browse until you find the file or similry named one.
Or hold the option/alt key while clicking on Go To to have Library shown, click on this then browse to preferences and the browse that folder

Double clicking the file should open it directly with Textedit.app, btw.
