How can I get Q&A v 4.0 to work?

I have 2 disks. One is labeled Install Disk, the other is labeled #2.

I have downloaded and installed DOSbox and I have an external floppy drive.

Do I "run" Q&A or do I need to install it first? I am confused about the steps.
