I only see 0.61-2 on the website. Where can I get 0.61-3?

There is not any official version like that. Neither 0.61-2. If you mean 0.61-2 for Debian, then this just mean that for whatever reason the release for Debian was made later (possibly some nasty bug concerning Debian).
The current official version is 0.61, the next one will be 0.62.
