There isn't one until you create one from inside DOSBOX using the commands listed in the README.
Then it uses the dosbox.conf (or whatever filename you choose) from whatever directory you run dosbox from. If you're using some frontend or starting it with some graphic means as opposed to the command line I can't help any more because I only use the command line.
