After booted up DOS/V from the setup disk, only the english characters can be displayed. I think the problem is that DOSBOX63
don't process the following line in config.sys:
country=081,932,country.sys

How to enable switching codepages in DOSBOX? Thanks.

Using disk images everything in the config.sys (on your image)
will get executed. Are there any mode con cp prep or other
mode con statements in your config.sys? Could be that DOS/V
requires the vga hardware to supply the fonts.

The disk image is from the original disk, no mode con cp prep or other
mode con statements in config.sys. Because no this displaying issue on
bare machines or virtual machines in Virtual Server 2005 , I think the
codepage handling has not been implemented yet as Snover wrote.

I am not certain that this is the problem. Not implemented codepage support would be problem in the normal DOSBOX shell. However when you boot another DOS in DOSBOX (using BOOT command), then the DOSBOX shell is not used at all (but the booted DOS). If it works in a booted DOS elsewhere, it should work here. I have no idea what is wrong.

It may be that the program is trying to load a font into video memory,
and then use it. (Since we use a faster internal "static" Font table,
the update doesn't occur; see glitch with loader for Prehistoric 2.)

Its been a while since I played with VGA emulation side, so may be
obsolete bug.

(Might also explain a few missed colours on other programs, using font+shadowing)
