Definitely.

I believe that, like the XBox and the PS/2, you cannot load just any software on a PNP. See this post (in Dutch) http://www.tweakers.net/nieuws/38156, detailing that firmware 2.0 disables a currently available hack. I do not know of any mod-chips for the PSP to eleviate this problem.

So the "fix" would likely be to switch between firmware most likely...at least until 2.0 is hacked.
