Hints are available here: Help on compiling SDL sound. ; Re: Frustrating Compile Issues :(. The sdl_sound library has dependencies so they must be built, too.

Dependencies can be controlled with config.h, you do need to compile SDL though (and you probably want libogg/libvorbis/libvorbisfile to do anything really useful with it), that can't be avoided; also...you want to compile a static sdl_sound, I've never managed to get it to integrate correctly as a dll.
