Motherboard: Gigabyte 7ZXE KT133A 5PCI 1AGP 3DIMM Audio SocketA ATX
CPU: AMD 1200
RAM: 512 MB
Graphics: GeeForce 2 Pro 64 MB
OS: Win2kPro
Game: Discworld 1

Problem:

I downloaded Discworld 1 from Underdogs, and I run it in DosBox.
My problem is that the music is working just fine, but the speech won't work. (The game says it misses the file "english.idx").

I've looked for the file, but I can't find it. Is it possible to somehow get around this?

If you can't find it it probably means it isn't there. 😀
Anyway if you downloaded it from the underdogs it's probably a version in which they have removed the speech.
So get it somewhere else.

I forget where I downloaded it, but I have the game working with speech. I'm using VDMSound, though. The folder is 384MB in uncompressed form. I do have the english.idx file included.

In the "Technical Notes" section on this page you posted, they say that you have to run a unpack.bat first (probably to uncompress the speech), have you done that ?
Well, my (original) Discworld runs with speech in dosbox.
