Do you have EMS enabled under dosbox.conf?

To create a config file, type this inside dosbox Z:\> prompt:

config -writeconf dosbox.conf
exit dosbox and edit dosbox.conf (it's just a plain text file).
Make sure the ems=true is present.

To run Pacific Strike in DOSBox you have to edit dosbox.conf and set:
ems=false

after running dosbox type:

loadfix -2

you can run the game now
