DOSBox does run Windows 3.1, but I doubt that's what a game from 1995 is asking for.

My first thought was that you were are talking about Realms of Arkania (Das Schwarze Auge). The first three games of the series Blade of Destiny (1992), Star Trail (1994) and Shadows over Riva (1996) are all DOS games.
But since you say it's from 1995 I suppose you mean this game? http://www.mobygames.com/game/dark-eye
According to Mobygames it should work with Windows 3.1 so you try installing that inside DOSBox.

This program requires Microsoft Windows

because of the embedded quicktime movies. A... ahem... cheesy youtube video:

The installer allows for Win 3.1x AND Win9x install, right ? It is possible that the Quicktime 2.x framework is totally incompatible with XP.
I do not expect the two Windows versions of the game differ fundamentally. If you insist on DOSBox, a win 3.x install on top of it is possible, as mentioned above.

Believe it or not, QuickTime 2 can work on XP. SP3, even.

That is good news, I was not sure about that. In that case it might be possible to run it directly on XP ? With a patch, maybe...

First install Windows 3.1 inside DOSBox using this guide
