Yes, it almost the same here, when not battling enemies.
However, when entering battle, the games slowing down (but pressing Alt-F12 makes it goes too fast).

my System:

i'm using DosBox 0.74 from main site.
as dosbox configuration, i use standard from dosbox -resetconf ,
with following addition on [autoexec] section:

1@echo off
2mount C "D:\GAMES\Exp"
3c:
4loadfix -32 exp.exe
5exit

theres new fact i found about the slowdown:

under normal gameplay using above configuration, CPU Usage was about 38% to 45%

however on battle when slowdown happened, CPU Usages was strangely used only about 25% to 31%,
definetely resulted in slowed scouting animation & battle music.

after completed the battle / exp/item get screen gone, cpu usages return to 38%-45%.

probably something going on on my system that causing this.

it looks like using less cpu with max cycles during battle for me too, but i think the speed is ok (actually it is indeed slower than on my p166mmx).

you can try the latest dosbox http://www.emucr.com/search/label/DOSBox
it won't hang in intro

is the intro speed ok? (at the begging when first text appears)
have you got vsync enabled/disabled in your gfx card configuration?

have you tried fullscreen?
and fixed amount of cycles? (how many)

fighting is faster in pure dos on Phenom and 386 too.
about 50% faster

Thanks for SVN build, with it i no longer need to use loadfix for some other games too!

Intro speed seems to be ok.
As for vsync, since i'm using onboard intel graphics, i found no such configuration on intel-display control panel. (unlike with nvidia or ati drivers)
Fullscreen behaves the same, i found no difference.

And for the cycles, i unable to find proper setting that would lead to 'correct' fighting speed.
I've tried to set the cycles to fixed amount, but the slowdown at fight still happen with its drop of CPU usages.

if i remember correctly, even with the slowdown, the sound (music & sfx) pitch/frequency were correct, almost if the game calculates and using wrong delay values.

dosbox developers already found the problem in dosbox. Meanwhile it would be nice if you could find all other problematic games and post them here.

The stuck are known problem which caused by faulty copy from defective media.

As the game publisher goes defunct, you probably unable get another legit, good-copy of this game anymore,
therefore the remaining workaround for this problem is to edit the saved game.

Just make a save after you beat the two soldiers and upload it,
i'll edit the saved game so you can continue the game story.

save#1 saved as GAMEDATA.0
save#2 saved as GAMEDATA.1
save#3 saved as GAMEDATA.2
and so on ..

I also recommend this experimental version of dosbox to play the EXP,
look for attachment in ripsaw8080 post.
In that version the battle speed are fixed as it should, but its require loadfix to pass the intro screen properly.

1loadfix -28 exp.exe

Yes that is right, i just using HxD to edit but too bad i want see 2 events that we skip 😕
i heard that editing for seeing 2 events is complicated
