I doubt it. Perhaps you can use your video card drivers to manually stretch your Windows display (i.e. adjust the overscan) ?

It depends on what video hardware you have, and possibly what monitor you have and how it's connected. I'm not even sure if it works on LCD monitors. Basically, you're just resizing the display to push the stuff you don't want to see off of the edge.

Unless someone else posts more information, you're better off just Googling for a utility that might let you adjust the overscan on your video hardware.
