Recently had to migrate to Windows 7 when my Linux machine died. Problem:

Many Win32s apps I'm running on Windows 3.11 under Dosbox now deliver the following error message:

"Win32s - Error

One or more system component is of older version.
Re-Install >>GARBLED TEXT<<
"

The final word in the error dialogue is a garbled text that looks different for each program/for each time

I have used this very same folder for mounting in various dosbox versions with all sorts of builds under linux and have never recieved this error, and don't understand why I'm getting it.

Are you sure your Windows DOSBox configuration is the same as what you had in Linux?

Win32s in particular tends to require the cpu_type to be changed specifically.
