Are you running this off of a CD or HD?
Also is this the Disk Version or the CD Version.
There are a number of differences between them.
Also can you check if you have a RF.CFG or a PRIV.CFG.
Give me what's inside them if you do have them.

Thanks and give me any info about your directory structure 😀.

I have the retail CD version that comes with Privateer and RF. Ive tried running off the cd and the hard drive and the same thing happens.

priv.cfg = "C:\PRIVATER\PRIV.TRE"
rf cfg = "C:\PRIVATER\RF.TRE"

I tried it with the "=C:\PRIVATER\RF.TRE" but it always said cant find cd. Now i took the = off and it works and i got that error.

Game installed on C:\PRIVATER

Have a total of 11 drives... 4 HD, 2 CDROM, 4 Virtual CDROM, 1 Floppy

Maybe it could be the virtual drives? I use daemon tools..

You need to direct both cfgs to the PRIV.TRE and RF.TRE on your CD. 😜.
OR You can move both .TREs to your PRIVATER directory.
(The latter which is ultimately faster 😉)

Hm. Well. It's always worked for me in this way and by running of of the CD
Do only one of the below [HD] or [CD] in bold and subsitute [X] for your real CD-ROM drive letter
and the [Y] for whatever dirve you are using to simulate the CD-ROM in DOSBox.
Make sure you mount your CD-ROM drive properly mount [Y]: [X]:\ -t cdrom.
It has to be the same Drive letter that you installed with or change it to point to the correct one below.
You may insert the switches -ioctl for Windows XP or -aspi for Windows 98 for possibly more support.
If you do it by hard drive copy the TREs into the same directory as PRIVATER is in and don't worry about mounting your CD-ROM for it won't matter then 😉.

PRIV.CFG
=PRIV.TRE [HD]
=[Y]:\PRIV.TRE [CD]

RF.CFG
=RF.TRE [HD]
=[Y]:\RF.TRE [CD]
