When I run the game Counter Action theres a black mouse arrow (seems like a DOSBox UI arrow) that follows around the in-game mouse arrow. How to remove the black arrow?

Try pressing Ctrl + F10. Some mouse-driven games don't cause DOSBox to automatically lock mouse cursor when pressing a mouse button.
