Which dosbox version are you using?
Maybe you have some freely available basic sources and
libraries that show the problem, you can post them here.

I'm using DOSBox 0.60 as any other version does not work on win 98
I'm trying to run the library called RelLib, but say wrong command
Don't know if the releases SHOULD work with win98,
but try the one mentioned at
CVS Builds By AEP
Is RelLib an executable or how is it used?
wd
RelLib is in a bat file
C:\QBasic\qb /l relib /ah
does qb work on its own ?
0.63 does work on 98. if it doesn't then it's usually your videocard that is too blame.
Water flows down the stream
How to ask questions the smart way!
yes qbasic works on it's own, but this library won't work
qb /L rel /ah
Works fine with dosbox0.63
And it would have been nice if you posted a link where
the library could be downloaded (seems freeware), as
this greatly reduces searching times.....

sorry about that, try this
Works fine, too (v0.61 and v0.63), cmd-line:
qb /L rel /ah
Do you start it through the batch file? If so,
did you modify the paths accordingly?
