I've gotten around to testing my ASUS CUSL-2 Motherboard with a Pentium III 933MHz. Sadly I can't get it to boot. The CPU and case fans spins up for a second, then nothing.

After trying most tips and tricks I'm left wondering if my brand spanking new 400W PSU is the problem. Could it be a 5V problem?

Do not think it is the PSU. What BIOS version does the board have ? the 933 is supported with v1007 and up: https://www.asus.com/supportonly/CUSL2/HelpDesk_CPU/

I haven't gotten into the BIOS, so no way of knowing, but the board came with the CPU installed and had been functioning for many years, so it is compatible.

The two electrolytics in the top right corner might be defective. They look a bit bulged in the 1st picture, in the second they look o.k.

The others are *looking good* - this doesn´t mean they are still ok.

Neverthetess I would recommend testing with a known good PSU first, before thinking about replacing the electrolytics.

I visually checked all CUSL2 models and they all have the same board with different options,
- VGA no AUDIO, CUSL2; https://theretroweb.com/motherboards/s/asus-cusl2
- AUDIO no VGA, CUSL2-C; https://theretroweb.com/motherboards/s/asus-cusl2-c
- AUDIO and VGA, CUSL2-M; https://theretroweb.com/motherboards/s/asus-cusl2-m

Absolutely.
Also check if there is any V out of the VRMs with the correct voltage.

Describe in detail what happens when you power it on, beeps, fan?
Troubleshoot needs details 😀
