Those numbers in Unreal aren't terrible, even more than playable; but the game is not known to glorify Direct3D like it does Glide. If you didn't previously test Unreal with DirectX, we don't a reference point, either.

You should retest 3DMark 1999 with DirectX and Unreal with Glide.
