I just bought this motherboard (ASRock ALiveNF6G-VSTA). The main issue with it is that it powers on immediately after I turn the PSU on. XP installed just fine, but when I shut down it tells me "Now it's safe to turn off the computer". I updated the BIOS to the latest version, but that made no difference. Also I cleared the cmos settings and checked the ACPI options in BIOS. XP does not show the APM option in "Power Options". Is there someting obvious i'm missing?

I have tried to enable every one of those bios options. No change.

Try changing the PS2 jumper (top left) settings.

Sadly that made no difference, even after re-installing XP. But that was a good one! I hadn't thought of that.
