Never seen anything like that. Usually cap leaks look more crusty.
"kinda" looks like glue but really i dont know.

Looks like glue.
90% sure that is glue. Caps "usually" leak out of the top.
It is a mistake to think you can solve any major problems just with potatoes.

Yeah that looks like glue to me as well.
My LAPC-I stopped playing anything out one channel and the other went really muffled. Although every electrolytic capacitor on the board looked fine, I replaced all of them (something like 18 caps all up IIRC) and it came good.
If you are squeamish, don't prod the beach rubble.
You often see glued caps in PSUs and such but its not this type of glue. This looks very liquid. But hey whatever suits them.

DEFINITELY is glue.
A lot of (mostly older) PC boards use that type of glue to hold the cap in place (especially electrolytic can-styled caps, which are prone to having their soldered leads broken).
