What do you use to edit soundfonts with? The freeware "Viena" ( http://www.synthfont.com/Viena_news.html ) that runs on most any PC is quite similar to Creative Lab's "Vienna Soundfont Studio" (the latter requires true EMU8K/EMU10K/+ hardware to even start up).
BTW, just an FYI, on my desktop PC (with my SBLive installed) I have version 2.3 as well as version 2.4 of Vienna Soundfont Studio. I HATE version 2.4... they really screwed around the GUI of that one <aarrggh>, so I mostly use version 2.3 for almost all of my SF2 creation and editing tasks.
In both of those SF2 editors, any drum presets/kits must be set to bank number "128", with the preset number being that of the kit itself (e.g. for General MIDI, 128:000 - Standard Kit, 128:016 - Power Kit, 128:048 - Orchestra Kit, etc...). Note that those are displayed as "0" based banks/presets in both of the editors (e.g. 000-127, 128).
If a percussion bank is set for 000 (instead of 128), it is considered a melodic bank, and will override one of the regular GM banks/presets (e.g. 000:000 - Acoustic Piano, 000:040 - Violin etc...).
Anyhow, I've seen throught the years quite a few retail drum kit soundfonts that were (MIS)mapped like that... with the entire kit set for the first melodic preset (Piano) <grin>.

Many thanks! 😀 Needless to say, I'm a bit biased towards my little SF2 creation <grin>, but the little Shockwave Flash MP3 players at the top of my web page ( http://www.richnagel.net) really showcases my soundfont (as well as some of my original compositions) 😀
