This looks like a case-mod, were someone turned at normal big-tower into a "dual-pc" case.
I do not think that it's something you can buy for real.
Don't eat stuff off a 15 year old never cleaned cpu cooler.

Yeah, it looks like the modder implanted the back part of another ATX case into the top part of this case. The partially cut-out fan grill and the original hole for the PSU give it away.
He also modded the front to take two PSUs where the 3.5" drive cage was, and rotated the 5 1/4" cage 90° to the left.
My old big tower has a large enough space for a Mini ITX board above the PSU. I've always wondered how it would be to fit one there.

btw, our local shop offers a similar case, BA-01BBB. No second mounting frame as you might guess.

I owned a big tower once but regretted it pretty quickly and got a desktop instead.
Shame no one makes duel system cases. I could see a small demand for it.
I did like the Lian-Li desks that allow for 2 systems.
